The work aims to analyze the influence and performance of public managers in urban growth, having as region of analysis the city of Três Lagoas/MS, analyzing the implementation of a policy aimed at industrialization that changed the economic scenario of the city, causing changes and actions in urban growth were necessary, with public authorities acting as agents in consonance with external factors, such as real estate valuation and financial economic growth. The theoretical and methodological procedures were: bibliographic survey about urban growth, public policies and urban law, being complemented with data research in the City Hall and City Council, with the bias of analyzing the data and dimensions of growth, making an analysis of the urban space after the implantation of industries in the eucalyptus sector. As a way of comparing with the data, an analysis of all laws approved in the post industrial growth period was carried out, making an analysis of the Master Plan and the City Statute, considering the growth of the city's urban space and legislative changes, checking if the growth was framed with the directions of the Municipal Master Plan or just alterations aimed at solving instant problems, failing to fulfill the vision of urban planning indicated in the City Statute, leading to the conclusion that there was a lack of direct planning and planning action and its maintenance for a long period. |
