Energy consumption is one of the indicators of economic development and quality of life, and in order to obtain rational consumption, the concept of energy efficiency is highlighted. The Agência Nacional de Energia Elétrica (ANEEL), the regulatory agency for the brazilian electricity sector, has implemented several measures that encourage distributors to seek energy efficiency. In addition to these measures, ANEEL also defines the Revisão Tarifária Periódica, which is the regulatory process responsible for establishing the electricity tariff that distributors will be entitled to charge the consumer. The correct valuation of the assets invested by the distributors is fundamental for decision-making on their investments and essential for the effective electricity regulation. Thus, ANEEL proposes a Banco de Preços Referenciais (BPR), a price bank to be used as a basis for investments made by distributors. The BPR application rules were defined according to the publication of the Procedimentos de Revisão Tarifária (PRORET - sub-module 2.3) in 2015, as well as its updating metrics. The first update should have taken place in 2018, but was extended through Audiência Pública 036/2019 and Consulta Pública (CP) 033/2020. This master thesis aims to analyze ANEEL's proposal to update the BPR through CP 033/2020. The analysis was carried out by replicating the methodology announced in CP 033/2020 by ANEEL, a new methodology proposal for updating the BPR and, finally, a comparison of the results was carried out.As a result, it was found that the information announced in CP 033/3030 has inconsistencies. With the new proposed methodology for updating the BPR, it is expected that it will be more aligned with the reality of distributors, thus ensuring adequate remuneration and maintaining the incentive for new investments. The methodology proposed in this work resulted in an increase related to assets (module values) most used by distributors. |
