The present work is part of the Research Line History, Policies, Education of the Graduate Program in Education at the Federal University of Mato Grosso do Sul (PPGEdu/FAED/UFMS). The purpose of the research was to analyze the insertion of Physical Education teachers in the context of Early Childhood Education, as an instructor in the pedagogical structure of Municipal Schools of Early Childhood Education of Campo Grande/MS, with the normative of the expansion of the proposed and regulated hour-activity by Law no. 11,738, of July 16, 2008. After the decision of the Federal Supreme Court, in 2011 and reaffirmed im 2020, when validating and considering constitutional the right of teachers to the provisions of paragraph 4 of article 2 of the aforementioned law, to compose the organization of the instructor working day in accordance with the Law of Directives and Bases of National Education n. 9,394, of December 20, 1996, the time-activity period for studies, planning and evaluation.The legislation demanded the hiring of new teachers, for this reason, the Municipal Educational System started to consider the hiring/effectiveness of those professionals in the Early Childhood Municipal Schools. The approach of the object of study was instrumental in qualitative research, based on bibliographic review and document analysis at the national, state and municipal scope, available data and national and regional educational indicators, with the temporal delimitation from 2012 to 2020 of the documentary corpus. The results indicated that deliberative act of the Conselho Municipal de Educação of Campo Grande n. 1,637, February 6, 2014, reconfigured the organization of teaching work in Municipal Public Schools of Early Childhood Education, by inserting the Physical Education teacher (for children between 2 and 5 years old) in the teaching staff, motivated by the materialization of Law n. 11,738, of July 16, 2008. In 2019, references were prepared for Early Childhood Education, Physical Education and Art with the participation of teachers. In 2022, the minimum wage law was the basis for union and teacher mobilization to ensure a class salary increase, resulting in Municipal Law n. 6.796, of March 25, 2022, referring to the salary floor for 20h. In summary, after eight years of the insertion of Physical Education teachers in Municipal Schools of Early Childhood Education, there was a gradual increase in the hiring of Physical education teachers, which accompanied the expansion of Early Childhood Education in Campo Grande/MS. Educational policies and relationships with day-to-day pedagogical practices are part of the teaching activity that legitimizes their performance and perpetuates achievements in this process of building public policies in Brazilian society. |
