A autogestão fomentada por políticas públicas: transcendência e/ou reprodução da autoalienação?

Resumo: In this thesis we aim to analyze the management practices of the work done in a worker owned cooperative experience fostered by public policy. As a research chose a joint organization called Cooperativa Agropecuária dos Irrigantes do Caldeirão (CAIC), located in Piripiri - Piauí. We understand that the work occupies a central position in the social life of beings, being inherent in its essence and its realization basilar (MÉSZÁROS, 2006; MARX, 2010), however, the capitalists molds work has appeared in the alienated form, disaggregated its essence and submitted to the capital/labor conflict. In the capitalist system, beyond the alienation of the labor process the world of work has changed significantly. The changing in the world of work derive mainly from the restructuring process in which occurs a deproletarianization and subproletarianization of work which engender precarious and heterogeneity of the world of work, increasing unemployment and informal employment (ANTUNES, 2010). One of the alternatives found in order to survive these adversities of the world of work has been the organization based on solidarity principles workers: Solidarity Economics. Part of solidarity enterprises are the result of the struggle of workers in favor of better conditions of employment and income and other part of these initiatives refers to a "cultural transplantation" (OLIVEIRA, 2010) as they are deployed by elites or by the state. The solidarity economy is a recent phenomenon, however, the implementation of enterprises to molds solidarity and based on self-management as a public policy to generate employment and income is well above examples, such as the case of CAIC, which dates its foundation in 1972.The public policy of generating employment and income through the deployment of solidarity enterprises, in other words, in the theoretical form of self-management, it is necessary for societal reproduction of capital in search of a resolution of the problems created by that system. In this way, we understand the public policy as a social regulator (LUKÁCS, 2010) in view of that the socials regulators perform in the regulating of the behavior of social beings and of actions of state intervention in social demands. Understanding that self-managed in the production units is guided by principles as humanitarian values, equality in decision making and dissemination of administrative expertise (KLECHEN; BARRETO; PAES DE PAULA, 2011) and understanding that this form of management proposes to overcome the contradiction capital/labor, we seek to answer the following question: the self-management experiences induced by public policies create social practices that enable a becoming of the overcome of the self-alienation of labor? As methodology we use the dialectical and historical materialism method and as a technique for data were performed collection participant observation, semi-structured interviews and documentary analysis. Under this methodology we seek to apprehend the phenomenon of self-management fostered by public policy in CAIC dialectically seeking to apprehend the essence hidden by appearance which requires consideration of historical, social and economic conditions. As a result we do not find the configuration of self-management in the enterprise which reproduces alienated labor relations considering that self-management not part of the base to the top, but while attempting to deployment represent part of a complex whole, the changing in public policy that fomented the cooperative, which passes to base-on neoliberal principles and under this assumption has a justification in self-management or the disengagement of the state with the public policy.
