Resumo: | This research aims to understand the role of performance measurement practices as drivers of better results in terms of efficiency, and also proposes a roadmap that enables the prioritization of requirements to be considered in performance measurement, based on stakeholders involved and their desired goals. In order to achieve this goal, a case study was conducted in the Departamento de Estradas de Rodagem do Estado de Minas Gerais (DER/MG), where it was possible to measure the efficiency of regional units that comprise the organization. Therefore, the research created a roadmap in which the attributes considered for the measurement of performance were defined based on desired goals of stakeholders that comprise top management staff of the institution. From the inputs and outputs prioritized, Data Envelopment Analysis (DEA) was employed to measure the technical efficiency of forty regional units that comprise the DER/MG. Once identified the efficient units, a sample was chosen for semi-structured interviews in order to identify performance measurement practices adopted in order to recognize the relationship between performance achieved and the adoption of a greater number of good practices. Research results demonstrated a link between the adoption of performance measurement best practices and the achievement of better results in terms of productivity, which suggests that the spread and multiplication of these practices may contribute to the attainment of better results in public institutions. |
