Impacto econômico-financeiro da pandemia de COVID-19 no sistema de transporte público coletivo por ônibus de Belo Horizonte

Resumo: | Public transport systems in Brazil, especially those operated by buses, have suffered a loss of productivity over the last 30 (thirty) years. There are several factors that contributed to this drop in performance, of which we can highlight the increase in the private car fleet, which made a good part of captive users migrate. This increase in the vehicle fleet led to an increase in congestion in cities and, consequently, to an increase in travel times for public transport, causing an increase in operating costs and the end of the tariffs paid by users, creating a vicious circle (decrease in demand, increase in costs and tariffs). Associated with this operational scenario, new forms of contracting operators by the Government have been implemented over the last few decades. Especially in the city of Belo Horizonte, the public transport system by bus is already in its second concession contract. This second contract provides for readjustment rules and contractual review in case any economic-financial imbalance is found. In this way, this dissertation will analyze the impact of the Covid19 pandemic on the economic and financial situation of the contracts currently in force, in addition to comparing the main parameters and performance indicators in the municipality and in Brazil. To carry out this analysis, operational data from a period prior to the pandemic will be analyzed, more precisely the years 2018 and 2019 and the period between April 2020 and March 2022, making up two full years of the pandemic. The calculation model was based on the methodology proposed by the National Association of Public Transport (ANTP), prepared in 2017. The results found indicated an economic-financial imbalance that already existed in the previous period of the pandemic, which worsened the deficit, which was approximately 20% of net revenues and reached 75% in the first year of the pandemic and 43% in the second year. |
