Governança democrática e gestão pública: análise sequencial, limites e potencialidades da experiência das conferências de jovens e mulheres em Belo Horizonte

Resumo: | The work aims to contribute to the recent discussions of public management on the need for complementarity between management tools and participatory and deliberative instruments. From the theoretical discussion on innovations in governance and the advancement of democratic theory in relation to an expanded view of public deliberation, the paper analyzes the experiences of public policy conferences in the case of women and youth conferences in the city Belo Horizonte, from two points of view: the institutional design and dynamic participatory, deliberative and representantivas presents in the instrument, and a possible sequential analysis involving deliberative conferences and three other municipal public management tools: the boards of rights, coordinating municipal government and strategic plans. The comparative analysis indicates that the experience of the Municipal Youth Conference had a strong competitive dynamics while the experience of the Municipal Women Conference have stronger institutional character and more deliberative capable, which may explain the greater effectiveness of the coordinating body and advice for democratic governance segment. The challenge of entering a new public management in the city, from the new government in 2009, complements the traditional approach to participation of the city would require an institutional linkage between these instruments analyzed in this work from their limitations and strengths. The experience of Belo Horizonte does not bring the solution to the sequential integration required, but can indicate the ways this confluence required between the models. |
