Resumo: | The main objective of this thesis was to construct a governance index for the Brazilian states. This index was called GIBS, Governance index of Brazilian States. According to the World Bank, governance is the manner in which power is exercised in the management of economic and social resources in a local for development. Tooperationalize this definition, and the theories underlying, the selection of variables that capture the idea of governance as a strategy was used to analyze the compliance by theState of rights and guarantees provided by the Brazilian Constitution.In GIBSs construction, five dimensions of analysis were defined: the management of public resources, public goods and services, corruption, social equality and vulnerability. For each dimensions were selected variables. The variable weighting technique that composed the GIBS was the Principal Components. Additionally were utilized for the data and index two types of treatments for standardization, "the distance between the best and worst performance" and "distance from the mean" to assess the robustness of the results of GIBS. The rankings observed in the two procedures were very similar, with little variability, indicating a robustness of the results. The state of Santa Catarina got the best rates in allyears for the two rankings. At the opposite extreme, with the exception of 2004, Alagoas attended the worst position. Aggregating the results regionally, the South has always had the best average, followed by Southeast, Midwest, North and Northeast In the GIBSs validation procedure, we utilized panel analysis models to verify the existence of any relationship between the index and variables representing the wellbeingof the particular state. For this purpose we used two proxies of welfare, the Municipal Development Index of Firjan (IFDM) and GDP per capita. The GIBS was partially validated by results, it proved significant in several of the models run with GDP per capita as the dependent variable, but in a few IFDM with the dependent variable. Despite some favorable results, the results were inconclusive, the hypothesis that a better governance supports a higher level of socioeconomic development, socialwelfare, is not supported. |
