Resumo: The objective of this thesis is to analyze how the development of competencies is articulated with the development of social innovations in Brazilian and Portuguese Non-Profit Civil Society Organizations (CSOs). Theoretically, the study is anchored in the different approaches of the CSOs, such as the third sector, social economy and solidarity economy. The studies developed on the themes of social innovation and competence were also based. For the empirical study, in a first classificatory stage, surveys were sent to representatives of 13,019 CSOs operating in Brazil and Portugal. Following, qualitative and in-depth case studies were made in six organizations (three brazilian and three portuguese). As results, the data obtained strengthen the literature that considers CSOs as a profitable space for the development of social innovations and competences. It was identified that for the development of social innovations the competences of involved subjects, sometimes articulated, sometimes developed, were considered as the main resource. When the focus is on the development of competencies of CSO subjects involved in processes considered social innovators, such spaces were also considered as profitable to the development of competences, because they envolve complex and problematic environments, stimulating reflections and interactions that have sometimes altered the Capacities of the subjects. However, it has been observed that the constructs interact in a dialectical and non-linear way, since, although there is a mutual influence, not all the people who have developed new competences contributed to the development of social innovations and not all the people who are involved in socially innovative processes gave meaning to such experiences in order to result in learning, a process considered as a basis for the development of competencies. In addition to the analysis of the relations between the mentioned constructs, the work allowed the understanding of the concepts of social innovation and competences in the field studied, the identification of the main social innovations and competences developed and the factors driving and restricting the development of these processes.
