Resumo: The objective of this dissertation was to discuss about the changes introduced in the human resource practices and management of a telecommunication company, from 1998, when it used to be a privatized company, to 2003. Analysis of the the human resource practices andmanagement were made in 1998 in a parallel comparison mode with changes and innovations incorporated during the reorganization period up to the implementation of the new administering model. Interviews, document analyses and bibliographical searches were used for investigation of the contents of the dissertation. The theoretical landmarkaimed a contextualization of the transformations that served as a background for the changes occurred in the company and guided a search for a competitive administering human resource model that establishes, as one of its premises, that the human resourcepractices and management must work in association with the company strategies, giving directions for politics and practices to generate organizational results. A new administering model was identified in the organizational structure. It developed from the 1998 model, butstill works in a passive way in the implementation of changes. Part of the human resource strategies are tied to the company strategies and the politics and practices of the human resource practices and management showed converging and diverging aspects related to the competitive staff administering model proposed by the developing views and perspectives.
