Resumo: This research investigated practices of reading of students of the last year of High School, Belo Horizonte Municipal Education (RMEBH), and the use of the books received through the School Kit of Belo Horizonte City Hall (PBH) delivered annually to all students. To reach the targets proposed in this research, a RMEBH school was selected, where semi-structured interviews were conducted with 11 students from the 3rd year of the 3rd cycle, characterized by being readers of literature. These students were selected by the library staff, because they are frequenters of this space, participating in the projects offered and promoted by theseprofessionals and borrowing regularly. In addition, this select group has been prioritized because it is the one that best appropriates the public policy, making it easy to analyze this work. The choice of seniors in High School is based on the assumption that these students have benefited from the policy for a longer period, considering their length of permanence in RMEBH and the annual distribution of literature books. The research also discusses public reading policies in Brazil and analyzes PBH's public policy of book distribution, based on thetheoretical-methodological assumptions established by the policy cycle approach proposed by Jeferson Mainardes. In general, it can be affirmed that PBH's public policy of book distribution is in line with what researches on the subject point out: for The formation of reading habits, it is necessary to guarantee access to the book, democratizing it as a symbolic good that is still undervalued in our current society. However, given the observations, reflections and studies carried out, it is estimated that it is necessary to invest beyond the policy of book distribution and to implement a true reading policy. The study also reveals that most of the interviewed students enjoy PBH's public literary distribution policy, effectively performing the reading of the works received. However, it is undeniable the need for investment in actions to promote and stimulate the Kit books. At the end the technical product is presented, a matrix sequence to be used in the work with the collection
