A regulação das políticas educacionais em Minas Gerais e a obrigação de resultados: o desafio da inspeção escolar

Resumo: This dissertation aims at understanding the role of school inspection in the regulation of educational policies in Minas Gerais, which are developed from the standpoint of the obligation of outcomes. The issue in question refers to the disagreement between the nature of this function and the measures undertaken by the state government in education. The school inspection is a function of monitoring compliance to the legal prescription of schools operation. This nature, in principle, seems to distance it from the existing measures in the educational system in State Schools in Minas Gerais, which provide more flexibility in the implementation of processes, more school autonomy, and focus on the outcomes of schools in the Evaluation of Public Education System - SIMAVE. Based on theoretical references in education on the subject of regulation, the measures expected in this area are analyzed, in thecontext of the government program "Management Shock", of the Minas Gerais State. This program predicts greater school and teachers accountability on the relation between those interventions proposed in education, their reasons (cost-cutting, more technical and rational public administration) and their impact on the School Inspection in the context of current changes, as well as social interactions that occur in relation to the measures. This research used a theoretical and methodological perspective that sought to describe and analyze the educational regulation, the various sources of information, the production of rules andinjunctions and also the strategies and actions of school inspectors. It is based on fieldwork in the practices of the school inspection function, on the on-site observation, in the core of inspection, in interviews and questionnaires. The research is represented by the three regional superintendents for Education in Belo Horizonte. Their results showed a discontent in school inspection with their labor situation, lack of professional recognition for the conduct of current policy, by the government, and distance from political decision. It revealed difficult working conditions and professional training. It was also observed a favorable disposition to change, by the inspectors in order to obtain the strengthening of the role. The expectation of greater participation by the school inspection is the responsibility of government to another perspective, another way of regulation, which provides more horizontal processes in the conduct of educational policies.
