Resumo: The objective of this work is to analyze convergences and discrepancies between the need for cost savings, associated to the discourse of Workplace Safety, and the need for investment, associated to the discourse of Innovation, in the context of economic crisis, from the perspective of the industrial sector. The crisis context generates transformations, be they economic or social, and is the ideal scenario to identify changes in the social practices originating from the discourses. The dissertation was divided into three articles, in order to facilitate the most effective dissemination of results and enable social actors involved in the process to understand the context in which they are inserted. The first article analyzes the discourse of Crisis, Innovation and Workplace Safety presented in the document Agenda for Brazil - 2016-2018 proposed by the National Confederation of Industry (CNI) to the Chief of the National Executive. The relevance of this document lies in its goal of representing a yearning for industries at the national level. The theoretical-methodological perspective chosen in this article was the Critical Discourse Analysis, especially that produced by the English linguist Norman Fairclough. The second article identifies and analyzes the triad discourse Crisis-Innovation-Work Safety in the speech of three entrepreneurs of the Local Productive Arrangement of the footwear sector of Nova Serrana, as local representative of the effects of the crisis. To analyze the discourse of these entrepreneurs, materialized in interviews, we opted for the use of the Thematic Content Analysis Method according to the aspect developed by Laurence Bardin, complemented by the Method of Interpretation of Senses produced by Maria Cecília de Souza Minayo and other researchers, who based on the hermeneutic-dialectical interpretation of the data. The choice of these methods was made possible by the necessary comparison of the discourses of the entrepreneurs with the discourse of the National Confederation of Industry. The third and final article of this dissertation aims to understand how the CNI acts in the discourses present in the Agenda for Brazil to come out of the Crisis - 2016-2018 through the analysis of this document with emphasis on its multimodal aspects (presence of images, icons and colors, besides written text) and the discursive genre. For this we used the perspective of analysis of the Visual Design Grammar of Gunther Kress and Theo van Leeuwen. The results show that the CNI fulfills its role as a political entrepreneur through the Agenda that proved effective in disseminating the CNI Discourse. However, we could see that despite its representative, the small footwear industries surveyed have discourses partially aligned with those of the confederation.
