Resumo: This work was carried out in order to understand and analyze the interactions between members of a community at a local productive arrangement for identifying the local factors that influence the learning processes , specifically in the production of new products.. The specific objectives are to contextualize the studied companies; identify key learning products (innovations, methods, techniques, procedures, inventions, products); analyze the processes adopted by each company to produce knowledge (learning); assess the extent to which learning is useful to organizations. Learning in organizations is analyzed as a whole, noting the circumstances in which the productive life of men develops, affecting their social status from social, historical and cultural interactions that transform passive subjects into active subjects of their own development and who consequently participate in the social development, in a collective dimension, without disregarding their cognition and creative ability to interpret and represent the world and not only respond to it. To achieve this goal and answer the formulated question, a case study was performed, a descriptive and interpretative research in the city of Santa Rita do Sapucaí, with a triangulation in the process of data collection. During the period between August 2011 and November 2012, interviews were conducted with representatives of educational institutions and managers of organizations, non-participant observation at fairs and production processes, technical visits, research in institutional videos, research on internet pages as well as informal conversations with the population and a Field Diary, recording the observations and perceptions of the researcher. The study suggests that the changes in the city of Santa Rita do Sapucai enabled the development of a learning community , almost naturally. In a cooperation and competition environment, the pioneers in the production of electronics, the government and educational institutions took on the role of development, training , qualification and technical training.
