O modelo de Gestão de Resíduos Sólidos e a geração de emprego e renda: a experiência da Superintendência de Limpeza Urbana de Belo Horizonte

Resumo: The historical process of brazilian urbanization has encountered a panorama of large complications in urban management. In this context one of the questions that has recently emerged as a matter of public agenda has been a solid wate management - which has been constituted as a typical matter of local public policy. In order to face up to the difficulties of public finances, the challenge of management has been to find viable alternatives for the provision of the services through a partnership with society. Within this context this present work undertakes na analysis of the model of the solid waste management presented by Superintendent of Urban Sanitation (SLU) of Belo Horizonte, MG, focusing on the partnership formed with the Association of the Street collectors of Paper, Cardboard and Recyclable Materials. Through qualitative research of a descriptive nature, the principal problems faced by the agents involved in the formulation and implementation of this program were explained, as well as the mechanisms of management used to treat the problems. It was observed that the structure of the SLU showed itself to be inicially inadequate to the task of operationalizing na imlementation. This implied na informal restructuring of the institution and the adoption of different procedures in the relationship with the community. It was also verified that the process of the partnership held in its depht processes for the generation of revenue and jobs for a segment of the population that had been at the margins of society up until then: the street collectors. This had the simultaneous results of creating a viable means for the selective collection of materials as prescribed by the Organic Law, and rescuing a segment of the population, trough the profissionalization and social insertion of the street collectors.
