Conformidades e conflitos ambientais no município de Ouro Preto como apoio à gestão e planejamento municipal

Resumo: The planning and administration of Brazilian municipalities must be based on the adoption of adequate actions and postures, the characterization of the landscape being an important step that precedes decision making. The understanding and characterization of the landscape requires a logic and systematic vision, founded on values that consider cultural, environmental and social questions. This study aims to understand and characterize the cultural and environmental landscape of the municipality of Ouro PretoMG (Brazil) through procedures of multicriteria spatial analysis made by techniques of geoprocessing, bearing in mind the support of the administration and territorial planning. To accomplish the intended objective, the identification, characterization and mapping of the variables which compose the landscape of the area of study were made, followed by the multicriteria spatial analysis practice. The multicriteria analysis prompted the interaction among variables, the comparison among the results and the scrutiny regarding the City Hall Director Planning. The studies resulted in a systemic vision of reality, translating a contemporary regard of the landscape. The analysis prompted the identification of areas of urban and environmental interest, as well as the identification of the conflict of interests regarding the different agents that transform the territory. The results of the Synthesis of Environmental Interest showed that 26% of the municipalitys total area is classified as being of medium interest, 12% medium-high and 3,2% high. The Synthesis of Urban Interest shows 33,6% of the total area classified as being of medium interest, 12,7% medium-high and 4,9% high. The Synthesis of Urban Interest according to the entrepreneur shows 19% of the total area classified as being of medium interest, 27,6% medium-high and 8,1% high. Analyses between the generated syntheses (Environmental and Urban) showed that 0,5% of the municipalitys total area presents conflicts: 13% of which environmental, 8,9% environmental with investments, 0,2% environmental with care, 15,6% urban, 17,2% urban with investments, 0,3% sustainable urban, 26,8% areas with potential for transformations and 17,2%, areas with no conflict. The results obtained were confirmed in practice by field works, when the samples of the landscapes patterns were identified. This research comes with a conceptual advantage as it outdoes the analyses that represent the geographical space by considering its variables inisolation, or the analyses that consider the variables as a whole, but which do not go deep into the investigations. It also comes with a technological advantage, for it is based on the using of existing and available softwares to perform tasks that are not unprecedented, but which nevertheless serve the expectation of proving that geotechnologies are significant tools to support territorial administration and planning. It comes with a methodological advantage, in which the chosen paths prove the efficacy of other researchers efforts, those who preceded usand who were our references. Its originality is the performing of an analysis of urban interested according to the entrepreneurs, which considered the investments they made on the area of study, thus identifying the level of importance of the area of studys variables.Nevertheless, by applying this methodology on such a complex reality and by doing the necessary adaptations to better comply with the various nuances of this reality, one demonstrates the capacity of dealing with the Geographic Information Systems to perform a systemic analysis of Ouro Pretos reality.
