Resumo: This research aims to investigate what makes the retrofit practice not be of interest to the Belo Horizonte real estate market. Cities all over the world, despite specific objectives, have been adopting the practice, because in common to them, there is a significant collection of old buildings, mainly in their centers, needing to be reverted to the urban economy. However, in Belo Horizonte, the discourse based on the advantages of retrofit, together with the laws and plans implemented by the government in recent years, did not motivate the market's interest. If analyzed from the point of view of social interest and low-income constructions, it is easier to list the reasons why there was no interest, but the doubt persists, when it comes to projects for the middle class, after the success of the few that were released. In this way, the research intends to understand the retrofit as a result of the relations between politics and economy. Therefore, it will be necessary to study the real estate market in Belo Horizonte, its focus of interest, its expertise for retrofit, the role of legislation to leverage it, the performance of the government and its real commitment to the practice of Social Interest Housing, as well as a reflection on the existing acquis. For this purpose, it will be important to understand what the retrofit market is like in other Brazilian cities, and what are the common and fragile points that make it incipient in Belo Horizonte.
