Resumo: This thesis aims to study the processes of formation of university teaching on public policies that base the guidelines, practices and strategies of teachers training in public universities, especially at the Federal University of Minas Gerais -UFMG, with the implementation of Support Program to Plans of Restructuring and Expansion of Federal Universities -Reuni, created by Decree No. 6096 of April 24, 2007. From the proposal of Reuni were raised two hypotheses: 1) the relationship between the graduate and undergraduate results in a triangular relationship between graduate students, engaged professors and undergraduate students, with the loss of hegemony of the traditional teacher in the process of management of university education, 2) graduate courses divide the focus of their curriculum between the researcher training and formation for teaching, with the possibility of adding value to teaching. Given these hypotheses, it was questioned how UFMG has organized to promote the development of training of their teachers, as per the requirements of the educational policies of 2007, whatare the influences of university policies on teaching practice and on development of the teacher, and if it is consolidating a new model of teaching at UFMG in the current context. To answer these questions, it was necessary to know the policies that interfere on processes of teachers training in the current context and examine the documents of accession and implementation of Reuni at UFMG. For the preparation of teachers, UFMG created Giz -Practice Development Network in Higher Education, linked to the Undergraduate Rectory. The study of the actions of the Giz made possible the registration and analysis of the teaching model that is now set. Also it was questioned who is the university teacher today. For this, it was applied the technique of Collective Subject Discourse to understand the social representations on university teacher, developed by professors and graduate students who participated in teacher training programs sponsored by Giz from 2008 to 2011. In analyzing the present time, it was found thatUFMG is in process of realization of the proposed Reuni in regard to expanding the number of places and courses, and preparation of teachers, through the formative actions by Giz. We can see the need to maintain these actions and the growth of its scope for effective teamwork with innovative practices and integration between undergraduate and graduate. It is noted, too, the need to expand opportunities for teacher training, which remains in disadvantage in graduate programs, for the training of researchers
