Resumo: This dissertation develops an analysis of the influence of the consolidation process of a new image of policy, represented by the concept of Public Security with Citizenship, promoting changes or introduction of new themes in government agendas. For this proposal, were synthesized three analytical models that emphasize the importance of ideas and knowledge in processes of agenda setting and policy-making. Then, sought to understand how the consolidation of this new image of policy contributed to the participation of municipal governments on security policies and to the reorientation of rolesassumed by other institutional actors, highlighting Union, the state government and international agencies. Following, sought to examine how the consolidation of this new image of policy was added to a previously existing institutional arrangement impacting on a new distribution of responsibility among the institutional actors above. Finally, sought to examine how the concept of Public Security with Citizenship established as a belief system shared by institutional actors from different backgrounds present in a policy subsystem, influencing theprocess of inserting security issues on the agenda of the municipal government of Contagem (MG).
