Resumo: | The State of Minas Gerais, Brazil, stood out in the national scenario as the first to implement a variable earnings tool the Productivity Prize , that comprises all civil servants of all the agencies and entities of the State Executive Power. The general objective of this work was to investigate the perception of the civil servants of the State Department of Health regarding the Productivity Prize and its relations with performance and social adaptation. One carried out a descriptive field research, by using the case study method. Three techniques of data gathering were used: documental research, semi-structured interview and closed questionnaire. The analysis of the perception of the civil servants concerning the Productivity Prize was carried out based upon the following constructs: prize value; reaching of goals; relationship; satisfaction and reliability; motivation; justice and pressure at work. In a general way, the civil servants evaluated positively the Productivity Prize and its relations with performance and social adaptation. By comparing the current management system with the previous one when there was not a Productivity Prize and neither the result contracting (by means of the Results Agreement), one concludes that the majority of civil servants prefer the current management system. The investigation of the influence of personal and functional aspects in the perception of the civil servants regarding the Productivity Prize revealed that the level of formal education was the main personal characteristic that influenced their perception, followed by age and total monthly salary. The study also highlighted points of dissatisfaction amongst the civil servants concerning the Productivity Prize, but it concluded that, in spite of the flaws, the initiative of the government of the State of Minas Gerais of implementing a variable earnings system subjected to the fulfillment of goals has brought benefits not only for the researched organization but also to its civil servants and may be considered a breach of paradigms and an innovation in people management in the Brazilian public sector. |
