Resumo: This work searchs the comprehension of the present urban planning revealed from the Traffic Planning in Brazil, specially in Belo Horizonte, based on a descreptive and critical focus of several exemples. The exemples used in the first part are the following: Faria Lima UrbanOperation in Sao Paulo and the traffic planning proposed by PACE 97 project in Belo Horizonte. Grounded on these exemples, some problems are identified: the desintegration of the urban planning in Belo Horizonte; the non use of the traffic planning as a way of urban environment improvement; the utilization of the planning as a way of concentration of urban investiments in benefits of specific sectors, with the increasing of income concentration and territorial segregation; and the desconsideration of social agents (and their everyday habits) in the organization of planning proposals. The general aim is to propose another direction, a possibility of overcoming the risen problems with the proposition of an Integrated Microplanning. This proposal is developed in two stages: at the first stage we define its structural concepts and at the second stage we define its action tactics based on a study of thecouple composed by the Participatory Budgeting of Belo Horizonte and by the Global Specific Plan.
