Resumo: Public institutions are facing major problems regarding final quality of their work and additions in the prices and terms of contracts they conclude. Within this framework, this paper proposes a management model simplified contract for use by public institutions. The model was constructed from the theoretical peculiarities that are subject to public sector - mainly from the bidding requirement, as well as from the Brazilian certification programs aimed at building and research carried out by professionals. To achieve the objectives of this study, a diagnosis was promoted to a public financial institution, through a case study of 4 (four) works to reform in land and buildings used by such institution. It is concluded, due to the case study, that some aspects confirmed the importance of using a contract management system in the type of work checked. As examples of issues that raised, there are the need for greater integration between the actors of the process (design and construction), the lack of managerial tool for monitoring the work and the lack of full presence of the supervisor at the construction site. The model as proposed, tailored specifically for each work can bring many benefits, among which are: meeting deadlines and reduce costs due to proactive actions and to better planning, better efficiency in the information feedback system, the best result of conformity for services performed.
