Resumo: | In the context of Participatory Budgeting asymmetry of information and clientelistic practices are phenomena observed by researchers in the field of Democracy and Information Science. These practices hamper the organization, efficiency and legitimacy of the model, expressed in the concept of citizenship. This issue falls within the aims of this research that had as objective "explore the possibility of seize a communicative context for information, as an act of language and constitute a vector for mediating the formation of new patterns of civic behavior within the Participatory Budgeting". The theoretical framework is based on the perspective of critical theory and in the study of information in the light of Habermas´ theory of communicative action and Kant´s theory. By articulating this theory with the premises of Information Science we chose the socio - cognitive paradigm comprising information as part of an apprenticeship which includes elements of a system of signs (language) that through rationality (procedural) provides an environment conducive to the inter subjective sharing within a socio-political structure. Approaches the pluralist theory of democracy and political culture, information is one of the phenomena studied (information asymmetry) that went into the experiences of participatory budgeting as cultural traits derived from patrimonial political practices of the Brazilian State. The access to alternative sources of information (public) and participation / contestation in public management are considered collateral (variables) for the democratic government to be responsive to its citizens. The qualitative approach used was the content analysis proposed by Bardin, which served as a methodological procedure to extract the data corpus including ten doctoral theses and fifteen dissertations approved and defended under three federal universities in Brazil (Minas Gerais / UFMG , Paraíba / UFPB and Rio Grande do Sul / UFRGS). The data allowed the development of texts with analytical dimensions to show the following research results: a theoretical explanation for the "information processes" as an object of study in Information Science in the light of a new understanding of the socio - cognitive (procedural) paradigm, the proposed construction of guidelines for the study of informational dimension within the participatory budget, expressed in the concept of citizenship and confirm the hypothesis that " information constitutes a vector for mediating the formation of new patterns of civic behavior in the context of participatory budgeting depends on a communicative context that includes a set of "special conditions" such as: a) the capacity for action and language of actors involved in social information processes, b) the type of coordination of action (procedural) and c) the construction of a social contract that guarantees popular participation and the inter subjective sharing of public information. |
