Do papel para o digital: uma análise da captura dos relatórios de fiscalização operacional para o sistema eletrônico de informações de Minas Gerais entre 2017 e 2020

Resumo: | The need to maintain the minimum requirements to produce authentic digital archival documents in digital environments requires professionals working in document management to exercise greater caution and engage in increasingly interdisciplinary dialogue, particularly with Information Technology and Contemporary Diplomacy. In this way, an analysis of the capture of digital objects for the Electronic Information System of the state of Minas Gerais was conducted, identifying whether they possess basic diplomatic characteristics and mandatory metadata in their production to be considered digital archival documents. For this purpose, qualitative exploratory research was conducted, based on the case study of the Regulatory Agency for Water Supply and Sanitation Services of the State of Minas Gerais (Arsae-MG), using Operational Inspection Reports produced in the period 2017-2020 in the metropolitan region of Belo Horizonte as the research object. In this manner, a theoretical bibliographic survey of academic and scientific productions related to Archival Science and Diplomacy was carried out, as well as an examination of the institutional bibliographic material of Arsae-MG's internal regulations, current legislation, and recommendations from the National Archives Council (CONARQ). Additionally, the application of the Diplomatic analysis model for a digital document, developed by the InterPARES project and applied by TEAM Brazil in collaboration with UNICAMP in ten (10) Brazilian contexts, was carried out. Based on these study materials, a mapping of production metadata and those acquired during the capture of the report for the system was performed, and a comparison of the found metadata with the metadata described as mandatory for document capture in e-ARQ Brazil. Furthermore, the diplomatic structure of the report and the suitability of the use of new production technologies to the pre-established requirements of Archival Science and Diplomacy were verified. Regarding the collection and analysis of metadata, there was some difficulty in obtaining the data, necessitating manual collection through the system interface. Nevertheless, it was possible to evaluate the reports as proposed. |
