Resumo: This research investigates the perception of teachers from public high schools in Belo Horizonte as to their Quality of Working Life after the 1966 educational reformation, taking into account government actions turned to Education. A diagnosis of the work reality based on the government speech divulged by the media is carried out. It is a descriptive research, which adopted the comparative study strategy, with a qualitative/quantitative focus. The sample includes teachers from the state educational system and teachers from the municipal educational system. The theoretical basis relies particularly on Walton (1973), Hackman and Oldham (1975), Westley (1979), Werther and Davis (1983) models, and explores the intrinsic content as well as the extrinsic work of the teacher. The variables analyzed were grouped in three categories: basic dimensions of the task, individual/organization integration, organizational factors and environmental factors. 20 semi-structured interviews were carried out and 142 questionnaires were applied, thus bringing to light different social relations in both schools ambits. Based on the data collected, it was concluded that the teachers are moderately satisfied with the quality of working life. Regarding the basic dimensions of the task and the interaction between individual and organization, it was noticed a moderate satisfaction of the teachers. The category related to the organizational and environmental factors showed that the teachers are unsatisfied with the inadequate conditions of work and its increasing depreciation, despite the importance of the profession to the nations progress and development. Significant differences between both schools were noticed mainly concerning the category individual/organization interaction. The remuneration, the government actions and the labor union actions showed to be the major sources of the teachers dissatisfaction. The satisfaction was evidenced mainly in the inter-relationship and social integration. In general, and based on the research data, one can tell that the municipal school is the best place to work compared to the state school. It is suggested the implementation of an evaluation system of school management, by means of the tool developed by this research; as well as the promotion of interchanges among schools and other professionals, and the incentive to the participation of teachers in the school relevant decisions and the training of school principals in human resources management.
