Resumo: This dissertation seeks to know the factors that influenced the attraction of investments with a higher technological profile. What factors or knowledge established there may have been differentials in attracting investment and what is the importance of the prior existence of a local innovation system in the arrival of the new company. The purpose of this study is to investigate empirical evidence of the influence of a local innovation system in attracting productive investments with a higher technological profile in Minas Gerais through the historical analysis of announced investment data. The guiding principle of the research tries to answer questions that involve questioning the relationship between local technological education and attracting investments with a higher technological profile in Minas Gerais; if the localities receiving the investments experienced improvement in their regional innovation system from the observation of changes in local technological education in the same period; raise suggestions for actions to improve the state's competitiveness in order to attract more investments with a higher technological profile, generating quality jobs that will consequently generate greater income for citizens; and verify Indi's contribution to technological innovation in the state of Minas Gerais. To do this, the work analyzes the degree of technological intensity of investments attracted with the support of Indi, for the state of Minas Gerais, evaluating the weight of investments made by companies of high and medium technological intensity in the period from 2008 to 2018 and the behavior of locations that received such investment from the point of view of offering technological qualification. In addition, in order to understand the variations in the technological profile of the human capital component of the regional innovation systems, it seeks to understand whether the investment period coincided with changes in the offer of technological qualification, higher and postgraduate courses, which would mean a change in training of local labor It concludes that technological education was an important factor in attracting investments with a higher technological profile and that tax incentives were necessary, but not sufficient, for such success. However, it verifies different behaviors in the localities, with the micro-regions located close to large centers such as Belo Horizonte and São Paulo still experiencing a greater evolution in the regional innovation systems in relation to the rest of the state. Furthermore, based on the reviewed literature and observed data, it lists 23 recommendations to support actions by public managers with a focus on attracting investments with a higher technological profile. Finally, it observes that Indi indirectly contributed to technological innovation in the state of Minas Gerais by attracting investments that coincided with the technological development of the receiving locations.
