Resumo: Several studies published in the medical literature and in the area of operational research shows that there is a direct relation between response time of rescue units and the probability of survival for victims involved in accidents. This study presents the development of a simulation model representing the operations of the EmergencyMedical System of Belo Horizonte. An analysis is made for mapping the activities of the system and study the characteristics and trends related to the calls that arrive in the central regulation. The times of all processes are estimated and, with the model verified and validated, experiments were conducted to estimate the average response time, thevariable of interest used to evaluate the performance of this type of system. Somescenarios were evaluated using the computational model implemented and analyses were conducted to determine the gains and losses in the various stages of the rescue process related to the considered changes. A study was also conducted by integrating the simulation model with an optimizer, in order to identify the best configuration (within search criteria and stopping criteria adopted), taking into consideration restrictions concerning the response time.
