It is necessary to evaluate the effectiveness of the sites, above all of the sites public servants for the taxpayer and with its money. The current methodologies are limited to evaluate little pages, starting from the main page, and in an indirect and manual way, being insufficient before the size and of the complexity of the sites, and of the analysis speed demanded by the administrators and users. This work proposes an automatic methodology of evaluation, maid starting from experiences, based theoretically and tested with case studies. The work contains all the information so that the methodology proposal can be used by the users of systems of information. Finally, it is proposed, in a draft, a tool that should fill the found flaws.
