Coordenação de dados, valores e participação de atores na tomada de decisão em estudos de alternativas locacionais de linhas de transmissão: uma proposta utilizando modelagem espacial e análise multicriterial

Resumo: | This research proposes an analysis on the potential of spatial modeling of corridors for the qualification of the locational alternatives study of power transmission lines (TLs). The difficulties encountered in the environmental licensing of new projects, the expansion of the national transmission system and, the lack of scientific work focused on research techniques to develop alternatives of transmission lines are the motivating issues of this research. It was found that the decision-making flow currently set to roll out new TLs, from energy planning until operation, involves different public and private entities that operate in non-integratedform in a multilevel process of analysis and decisions. In addition, investigation of alternative corridors, locational study that precedes the definition of the route, requires the consideration of multiple variables such as environmental, social, and economic criteria. The Modeling ofalternatives corridors developed in this work was supported by multicriteria analysis, by consulting the experts from four entities participating in the aforementioned process and was performed for two different scenarios. The results presented in this work has demonstrated the applicability of the model to support energy transmission planning, their ability to consider the complexity present in this kind of studies, the potential for aggregation of analyzes and judgments of different actors who are part of the decision-making process and their ability tounderstanding and transparency. The model stands out for anticipating and integrating of the technical performance of the actors in the formulation of alternatives, in contrast to the current flow, where this participation occurs late. Were identified relevant issues for improving the methodology, highlighting the need for studies directed to the inclusion ofimportant new variables to the process.. |
