Resumo: | Historically, the political context of the State of Minas Gerais has had the leadership of politicians aligned with more conservative parties, to the center or center-right. The election of Fernando Pimentel on the ballot for the state government in 2014 conveys the choice of an alternative project that can denote changes in the processes of construction of public policies. The primary aim of thesis on education presented here, from the line of research Public Policies on Education, is to understand the public policies of the education sector during the Government of the Workers' Party in Minas Gerais (2015-2018), based on the principles that the changes made sector policies during the period took place under a democratic-participatory matrix, modifying their foundations and rebuilding the image of these policies throughout their cycle, from ideas to evaluation. The theoretical model proposed in the thesis took as reference the concepts of State (O'DONNELL, 1980), democracy (PATEMAN, 1992; AVRITZER, 2000; SANTOS, 2002), political parties (MADEIRA; TAROUCO, 2011; ZUCCO JR., 2011). ) and public policies (CAPELLA, 2018; TÖRNQUIST, 2009). The literature review was prepared with the aim of demonstrating how research on the role of PT Governments in the education sector was organized and dealt with the theme – such as, for example, Machado (2005); Gouveia (2008); Vaccari (2011); Dário Jr. (2016) and Jesus e Silva (2019). This movement also aimed to point out how this thesis approaches or differs in terms of the way of approaching the researched object, in addition to reading about the Workers’ Party and its history, which made the participatory democracy became a relevant matrix for the base of municipal, state and central governments. The empirical research consisted of documentary data, such as the Minas Gerais Integrated Development Plans; the resolutions issued by Minas Gerais State Department of Education (SEE/MG); documents guiding sector policies and institutional emails sent by SEE/MG that received analytical treatment, according to Bardin (1977). The analysis of the data collected during the empirical research confirmed the hypothesis that the public policies in education developed by the Pimentel Government in Minas Gerais had their modus operandi changed from the democratic-participatory matrix. |
