Resumo: | Leisure Public Policies and Continuing Education of Professionals: An Analysis of the Belém Prefecture (2009-2014) is the title of this PhD thesis submitted to the Leisure Studies Program of the Federal University of Minas Gerais. It comes to Leisure Policy with a focus on continuing education of professionals working in the leisure area. The study has Belém do Pará Prefecture as locus for presenting a significant structure of leisure services, performed by various public and private entities, it is a regional metropolis of Brazil which is configured as a development center in the Amazon region. And it was developed from the question: the public management of Belém do Pará has implemented policies of continuing education to municipal employees who work with leisure activities? My goal was to identify the existence of a continuing training policy in leisure public policies developed by government agencies of the Belém Municipality in the areas of sports and leisure, culture, environment and tourism; to map which leisure policy is being developed by PMB, identifying the laws and guidelines of municipal policies, the actions, programs and projects, leisure concepts, the funding, as well as to examine the continuing training activities experienced by professionals. The qualitative study combined the literature, deepening the categories public policy, leisure policies, continuing education and public service. The desk research mapped the local laws and municipal planning for the PMBs agencies leisure policies: Cultural Foundation, the Environment Secretariat through the Amazon Botanical Garden, the Coordination of Tourism (BELEMTUR) and the Department of Youth Sport and Leisure. Research has shown that the PMB has a continuing education policy for civil servants, but the same does not address the specific knowledge in the leisure area and each agency implements a political formation based on the event, without a strategic plan for the treatment of the theme of leisure in management municipal. |
