Resumo: The main objective of this study was to understand how the managers responsible for the implementation of the Individual performance Assessment Policy (ADI) of the State of Minas Gerais, realize its efficacy as an instrument of management of people in the state and what are the main factors influencing this perception. This policy was implemented in public bodies from the guidelines formulated and issues by the central organ of planning getting to the responsibility of other agencies and their line managers the responsibility for their implementation. By means of a quantitative and qualitative research with servers who participated in the drafting and managers responsible for implementation of the ADI ,it was possible to verify that both recognized advances arising from the policy, though few, were relevant. On the other hand, they also identifies factors that prevented the achievement of the efficacy of the policy and its fullness. Among them, we highlight the gap between the instances of design and implementation, the lack of adhesion of ADI with the real needs of implementers, the lack of connection witth other human resources policies the inability to promote the reconciliation of individual goals with organizational and structural and cultural obstacles related to the public bodies.
