Resumo: This thesis analyzes the amendment in the Chamber of Deputies of the Brazil, in the Bills (ordinary) from the Executive, in the governments FHC and Lula, between 1995 and 2010. The goal is to verify how to use this legislative feature means a proactive behavior to seek to accommodate the interests of the deputies and how has been the result of this effort. For this, the analysis will to consider the changes made in the Executive´s Bill. It´s argued is that a detailed analysis of the proposes changes in projects submitted by the government may to reveal the degrees of proactivity of deputies and that the results of such a process, certainly different on the government, political position of the deputy and the rapporteur, among other factors, may indicate more or less successfully to accommodate of parliamentarians interests. By focusing on the dynamics of the legislative process as a whole and considering not only the author of a project, but also the changes by amendments, is possible to better understand the pattern of interaction between the Executive and the Legislative, the relationship between the governments, deputies, party and coalitions.
