Resumo: | This research starts from the habitual distance between the public administration and the citizens concerning the Historical Heritage Preservation, taking for analyses the Congonhas Architectural and Urbanistic Set, recognized by Brazilian National Historical Heritage Institute (IPHAN) from 1941. We intent check if the public administration from IPHAN is in accordance with the Congonhas people culture, taking as reference the local culture as their values and memories, considering that agent´s concept from one area made representatives standards, as the spatial code. The public administration context was researched having as special attention for IPHAN criteria (IPHAN nº 238-T-41) Cultural Heritage Process, because this process was one support for others technical analyses. We made so analyses of actions and public administration laws from 1940 years. From the citizens concerning, this historical heritage sets were used from the bibliographic revision, focal teams and interviews. As results, we could know the tendential propose having as goal the urbanistic arrangement for the public administration, and at the same time, we could see the approximation with the citizens and these symbolic speeches exceeded. These explicit speeches, giving as result one hard worry for the sustained urban set, having as base centenaries religious habits in this local city. |
