Resumo: | The work is the result of a continuity of efforts and reflections on the possibilities and the needs of consolidation of a territorial management from a possible water policy, which is transescalar and can be an axis of integration between different political forms of territorial management, highlighting the four territorial cuts presented by the thesis: municipal, metropolitan, environmental and water resources. The text also presents information about the Rio das Velhas upper river basin, which was the case used to exemplify and problematize the current sectorization of planning and territorial management. The structure of the work is segmented into three main parts and, at the end, reflections on the possibilities of integration of territorial management are drawn from a water policy that does not know boundaries, which is structured according to principles of equilibrium, autonomy and the interaction between different territorial policies. The thesis considers that the fragmentation of the territorial policies can be understood as a reflection of the technical and scientific sectorization and that the removal of the policies generates a process of territorial disintegration, in which the different cuts of management create new totalities, consolidating territories of planning and management. For the integration of the different policies it is necessary to overcome the relations of particular interests and the construction of autonomy for the people of State and for the different institutions. |
