This dissertation investigates the problem of the space asset and its adaptation to the contemporary life of cities in Latin America, Having as its object of study the Waterfront City Asuncion, (which is located in its historic hull, in the bank of the Paraguay River. This urban space is considered as a strategic point of departure for future projects to be undertaken in the city and that will affect in particular the reality of the historical center. These projects aim to incorporate new urban flows, transforming the image and current dynamism of the historical city center. The contemporary reality of this area, its historical and cultural heritage value, urban and environmental qualities, its cultural landscape, were the ideas that sparked the foundations of this research. The goal is to generate basic notions about the implications that these projects may have and suggest elementary considerations for future proposals. By the methodological employed, witch goes trough the process of valuing assets and speeches of interventions in the last decade of the twentieth century, the various conceptual components that structure theirs discourses and results, linking them with similar cases in Latin America, we will try to understand the implications of the urban transformation in this part of town and thus generate a valid tool to trace possible future scenarios.
