Resumo: This thesis is part of Metropolis’s Observatory / Housing and Right to the City research program. It had as initial references the results of two research projects: The Growth Acceleration Program/Slum Urbanization in Belo Horizonte evaluation and Right to the city: institutional capacity and normative apparatus for implementation of slum urbanization policies, programs and projects - Belo Horizonte´s recent cycle evaluation. This work aimed to identify, characterize, and evaluate the intergovernmental relations established in the execution of slum urbanization projects, which was contracted under the Growth Acceleration Program in Belo Horizonte, from 2007 to 2016. The main goal is to analyze how those relations had contributed to consolidate actions at local level or which kind of impact it had. The proposed analysis contributes to the discussion about housing policies implementation in the period called social developmental essay. It also contributes to understanding how those policies implementation has been materialized in forms of production and legacy for the city. I hope the discussions presented in this thesis can instigate reflections about the most recent transformations in Brazilian urban and housing policies, the desirable improvement of these policies – especially in regard of slum urbanization – and the necessary integration between the different spheres of government in their implementation.
