Resumo: | The main goal of this work is to investigate, based on an empirical analysis, the determinants of the costs of concession contracts in the Brazilian road sector. For this purpose, the development of exploratory research was proposed based on data from the 57 road concession contracts implemented in Brazil up to January 2016, of which 53 in the form of a Common Concession and 4 in the form of a Public-Private Partnership. For the analysis of the data of these contracts, the models proposed by Blanc-Brude, Goldsmith and Valila (2009) and Meduri and Annamalai (2012) were used to investigate the factors determining the costs of road sector contracts in Europe and India, respectively. It was concluded that the contractual arrangement of the concession influences the costs of the contracts: higher unit costs were observed for the contracts on the form of Public-Private Partnership than for those on the Common Concession form. In addition, it was observed that the greater the extension of the roadway granted, the lower the unit costs associated with the contracts, confirming the hypothesis that economies of scale exist in the execution of road concession contracts. It was also observed that the concession of dual lane road sections has higher unit costs than the concession of single lane road sections. |
