A utilização do Portal de Periódicos da CAPES para a produção de patentes na área de engenharia da Universidade Federal de Minas Gerais

Resumo: | Repeatedly, the literature on the topics technological innovation, competitiveness and economic and social development is referring to universities as institutions with low productivity in patents. In this context, the present study, which has an exploratory and qualitative-quantitative approach, has its general objective to verify the use of Portal de Periódicos da CAPES for the production of patents in engineering from the Universidade Federal de Minas Gerais. The methodological procedures used for presentation, analysis and discussion of the results were divided into two stages: a bibliometric technique from the Citations Analysis to identify, characterize and analyze the documents cited in the patents from the years 2003 to 2010. By the interview instrument, it was sought to identify the use of Portal de Periódicos da CAPES by the inventors, according to the categories of analysis: system quality, information quality, use, quality of service and network benefits. 68 patents were analysed and 503 papers were extracted and five inventors who have excelled in the production of patents were interviewed. The results pointed to the journals as the most cited papers: 236 articles in 155 journal titles of which 87.10% are present in the Portal de Periódicos da CAPES; 162 patents cited, followed by 54 books, 21 theses and dissertations, 12 conference proceedings, 02 technical standards and 10 utility models. The medical field was highlighted in inventions and cited journals, pointing to interdisciplinarity as a feature that should be considered in studies of this nature. The interviews pointed out that inventors who were interviwed have their own mechanisms to access the Portal and one of them, it is not to use the tool for information retrieval, available in the interface. At the theoretical level, the patent was discussed as a document of formal channels and Scientific Communication and as a strategic component in the construction of indicators in Science and Technology. It was concluded that the patent document, even with its specificities, is an important source of information that can contribute to the bibliometric analyzes to identify and use information needs of institutions. And that the direct contact with the inventors is an efficient mechanism to identify the information-seeking behavior in computer systems for information retrieval. Considering the theoretical and methodological contribution of Information Science and Library Science in order to subsidize informational policies of content management in the Portal, it was concluded that in the context of electronic information, characterized by access and not for possession of the documents in this format it is essential to develop informational policies in content management of information systems that promote actions for assessment and collection development. |
