Resumo: The amount of sales of Associations of Recyclable Materials Scavengers is small considering the low pay of members and lack of funds to invest in improving production processes. One strategy to improve this situation is the expansion of activities of scavengers in the upstream activities of the productive chain of recycling, since their performances sticks mainly to the activities of sorting and informal gathering. The objective of this study is to analyze the situation of the Associations of Scavengers in the chain to understand why the remuneration of the scavengers is relatively low and how this condition could be changed. The aim is to provide support for the formulation of guidelines for the solidary selective collection in order to ensure the viability and efficiency of selective collection over the time, considering the effects of decisions on the bottleneck of the process that is the sorting of materials. Case studies were performed in five municipalities where were conducted analysis of production data, field observation and interviews with scavengers and municipal managers. We observed how the institutional, organizational and operational impact on waste collection solidarity.
