The dissertation "The influences of public-private partnerships on school management, based on Suzano’s Education Program in the educational community CEDAC in Imperatriz/MA" presents as its object of study the relationship between public-private partnerships and managerial administration and its influence on school management in the municipal education network of Imperatriz/MA, considering the partnership between the Municipality of Imperatriz and Suzano Program of Education (SPE). The central question in this study is: How does Suzano Program of Education influences the school management in the municipal network of Imperatriz/MA? Based on this concern, the following general objective was established: to analyze the influences of the Suzano Education Program on school management in the municipal education network of Imperatriz/MA. The theoretical-methodological foundation that guides these analyzes is based on a qualitative research, classified as a Case Study modality, and it was developed in two schools in the school municipal network of Imperatriz/MA and in the Municipal Department of Education. Additionally, we carried out semi-structured interviews with education subjects (SPE coordinator at SEMED, school directors and technicians at SEMED) who work in the municipal education network. Data from the interviews were handled as content analysis in order to connect the perception of the subjects to the information identified from the document analyses. To develop this research, initially we conceptualized public and private and the historical-legal contextualization of public-private partnerships on the regulatory frameworks in Brazil. We presented the context of the State role resignification from the Master Plan for the Reform of the State Apparatus (PDRAE) in the 1990s. We highlighted the reformulation of school management considering changes made in front of the State reforms. The influences of managerial administration on school management were analyzed in Suzano Program of Education in the municipal education network of Imperatriz. We found out that the SPE proposal was to offer training to school principals, but from a managerial perspective. Thus, we concluded that training offered by SPE to school principals in the municipal education network of Imperatriz was based on precepts of managerial administration logic, making teaching practice precarious, in addition to suppressing democratic and participatory management in school environment. |
