This is a study of the Municipal Politics of House of Boa Vista, Roraima, specifically about the Municipal Plan of House of Boa Vista - PMHBV, that started with the revision of the Strategic Master Plan and Participative of Boa Vista - PDEPBV. With this research, it is aimed at to understand its elaboration process, considering the local specificities, and to identify the consonance of PMHBV with the guidelines of the National Politics of House - PNH. For so much, it studies the direction of PNH from the closing of the National Bank of House BNH and the promulgation of the Federal Constitution of 1988, going by the proposal of Reform of the Brazilian State, in the decade of 1990, and its structuring in the XXI century, with the legalization of the Statute of the City and the creation of the Ministry of the Cities. This political context, allied the theoretical concepts of house and urban development, constitute the analytical base for the study of PMHBV.
