Resumo: This study is located in the line of research State and Education Management. In it we analyze the impact of economic transformations of recent decades and its implications for the organization and management of work processes on educational guidelines implemented since the 1990s, undertaken with the objective of adapting the training of manpower and conceptions of education goals and requirements arising from the capital. Characterized the crisis of capital, its strategies for recovery and its impact on the world of work. We discuss the changes occurring in the workplace and the consequences of this process in education and teaching of secondary school teachers in São Luís. Finally, we analyze the concepts of instability presented by teachers with a view to identifying how they analyze the occurrence of this process in teaching, taking as an empirical field analysis the Center for Teaching Liceu Maranhense, Center for Teaching Professor. Mário Martins Meireles and Center for Teaching Paulo Freire. The organization of this research was based on historical-critical approach, since the reality is contradictory and this research is the basic concern of approaching the maximum of the studied reality. For this, we use semi-structured interview as a methodological procedure. In the view of all research subjects, there is a growing process of impoverishment of teaching in Public State of Education in all aspects, in other words, the conditions of infrastructure and work, in the form of contracts of temporary teachers, in wage conditions of the troops and contractors and, especially, in excessive working hours. It found the teachers' understanding that only by organizing the class and the strengthening of an institution that is truly representative of the category is possible to fight for more investment in training for professional development, decent work and dignity in the profession.
