On this paper I analyze the question that although the quilombolas communities have stepped into the field of "formal rights" from the 1988 Federal Constitution, they are inserted in the plan of "social rights" solely from the 2000s. And that in the meantime, these communities become part of the target audience of social policies and programs for the "poor", "miserable" and in a situation of "social risk and vulnerability". Given this classification, constructed by social policies and especially the Social Assistance Policy, on the quilombolas communities, inquire about which concepts and meanings said "poverty" to acquire such communities, which are triggered by the same criteria to classify a social agent as "poor" and, on the other hand, what strategies quilombolas communities use in the area with the Social Assistance Policy, to be inserted in efforts to admittedly poor . To analyze these issues, I develop the concept of "ethnopoverty", as conceptions about "poverty/wealth" built by particular ethnic group and its dynamic actuating/concealment of a classification as "poor" in the area with the government. To do so, use this as an empirical field research Ariquipá quilombola community, located in Bequimão MA, with its relations with social assistance policy underlying the issue of "ethnopoverty" proposed here. And I used as a theoretical and methodological contribution to reflexive sociology of Pierre Bourdieu (2010) and as a methodology for data collection, oral history and direct observation. The concepts of "poverty" as a representation (Araújo, 2001) and the coloniality of knowledge and power (Escobar, 2007; Quijano, 2005; Lander, 2005) are also used for analysis. Ultimately, weave here some reflections on the contradictions between equality and diversity within the "social rights" guaranteed by the modern state . |
