Resumo: This dissertation presents the results on the organizational and administrative impact evaluation of the Federal Institute of Education, Science and Technology of Maranhão (IFMA) transformation and expansion, constituted by integration between the Federal Center of Technical Education of Maranhão (Cefet-MA) and the Federal Agrotechnical Schools in São Luís and Codó. The following research intended to investigate the consequences and the impasses of the institutional change, questioning the nature of the concrete alterations in the previously built organization. To do so, an institution caracting effort was endeavored in previous ways to the Institute transformation, its servants and managers perception on the occurred changings and the major challenges evoked by this new institutionality. It was based on the understanding that social reality is complex and express itself through its multiple determinations and contradictions, only caught by approximation, adapting notions about the evaluating dimension of public politics impact developed by Arlette Pichardo Muñiz and Chris Roche, developing Mauricio Tragtenberg‘s central argument, which conceives the bureaucratic organization as ideological apparatus that congregates administratives theories and is also product and reflex of historical and socio-economical context where is inserted. Bibliographic research procedures had been implemented, administrative, financial and normative registers file research available on the institution‘s website and in its inner managing system and interview with the institution‘s employees, thus saying the workers who possess empirical knowledge of the expansion process, whether by working time or by leadership positions acting. It was aimed to rescue, through these reports, besides important moments and characteristics of the institutional history, value judgments, perceptions and feelings about the current days and the organization‘s past, using thematic life history technique. Among the results, we highlight: identification and effect analysis in immediate character, such as alterations in the organizational structure with direct influence onto the functioning and role of people management. As impacts, there had been identified, related and analysed aspects relative to the institution‘s profile and identity shared understanding, organizational vibe and life quality, planning and managing flows, intervening variables and the new multicampi configuration influence in the relationship between preexisting campi and the expansion with the rectory. Overall, it‘s seen a perception of action coordination losses, higher rigidity and administrative centralization and democratic participation setbacks, specially from the campi, despite the physical and personnel structure recomposition, the technological advances in control, transparence and monitoring of processes and managing acts.
