Resumo: The study addresses the theme of the policy of training teachers using the distance education (EAD), reflected in the Agreement between the UNITINS / EDUCON (current EADCON), developed initially in the state of Tocantins from 2000. Its aim explain some of the multiple determinations that formed the policy of initial training of teachers, initially rendered possible by Superior Normal Course. The methodology is based on the literature search, analysis and research virtual documentary. Thus, addresses itself the context of origin of the state of Tocantins and its educational reality. Then, the changes in the neoliberal capitalism and its aspects, as well as the developments (a reengineering), the reform of state and national educational policies, the role of the World Bank, the CEPAL and UNESCO. Thus analyses are the guidelines of these international agencies with emphasis on the adoption of the Distance Education (EAD), combined with a new policy of training teachers. The establishment of the policy of training teachers offered initially in the Tocantins by UNITINS / EDUCON agree with the educational reform implemented in 1990 decade and articulated with neoliberal, interests and the prospect of offering a fast training, focused, funded by students and controlled by the market. In this background there is a release of the state towards the financing and maintenance of the social spheres, among them the education, but his stay as inducer of liberal policies directed to the redevelopment and new demands of the capital.
