The present research is an evaluation of the performance of a rural public enterprise working in the field of irrigation and drainage. The Ruralminas Foundation was chosen for analysis because it was responsable for the "National Provârzeas" in the State of Minas Gerais. The analysis embraced the period from 1975 to 1990 which includes the beginning and the end of "Provârzeas" in this state. Since the public enterprise is largely financed by government resources (money) it needs to present a performance which must be simultaneously efficient, efficacious and effectual, searching for its dynamic related to resource use, following the goals established in order to promote satisfaction for their users. The sample was documental analysis, interview with their customers and questions using a specific questionnaire applied to Ruralminas workers including all sttaf in all different levels of the enterprise. It was found that Ruralminas promoted a high level of satisfaction to their customers, therefore it was not efficient in the use of their resources and not efficacious in reaching their goals. In order to Ruralminas obtain an efficient, efficacious and effectual performance it needs to adjust correctly their decisions taking into consideration the possibility of conflict among the expected results of efficiency, efficacy and effectiveness and the environmental influences either favoring or damaging its correct performance. Another result was the need to evaluate with more frequency the subsidy policies, bearing in mind that before shutting down a public enterprise it is highly important to listen to their peoples users. Finally this study concluded the need for a contínuos evaluation in order to identify, the right path and administrative decision, in order to reach as a whole and, at the same period, positive levels of efficiency, efficacy and effectiveness in the public enterprise performance.
