Resumo: This study was carried out in "Cruz Alta" community, place in Southern Minas Gerais, Brazil. Its major objectives were: a) reconstruct and describe the social and economic development chich took place in this during past two decade community; b) analyse the possibility of compatibilizing various social groups behefits that could exist in this community; c) analyse the Municipal programme of the "Microbacia Hidrográfica do Córrego da Estiva" and its proposed participating appouche. In order to achives there objectives, the following quality data collection techniques reference applied in this analysis was related to the concept of "Planning", " Par ticipation" and participating Mangement". Frorn this theoretical basises, an analysis pattern v/as formulated with the pupose of interpreting the interactions among the merabers of the community (called "agricultural producers") and members of different governament departarnents invclved in the? Programmes (called "extension workers"). The main conclusicns of this study were as follows: the community of cruz Alta had a high level of social economic development; agricultural producers showed homogeneous social- economic stardard, what made possible the compatibility of interests among group members. t was also observed the impossiblity of giving participating tratment to the "Municipal Microbacias Programme" as it was commanded publicity by the institutions which promoted it.
