This work approaches the relation between linguistic policies and educational planning in the sociolinguistic reality of the city of Aruanã, which is situated in the northeast part of the state of Goiás. Aruanã is a sociolinguistically complex field, composed by two indigenous groups, by migrant peoples, besides other particularities. At the city schools one can find indigenous students who speak both Inyrubé and Brazilian Portuguese, and others who speak only Inyrubé; deaf students, with and without the knowledge of sign language; immigrant children of Brazilian parents, born outside Brazil, who do not speak Brazilian Portuguese or speak it with little fluency; and migrants from rural areas of that region. The goal of this study was to critically investigate linguistic policies under the local educational plans. To achieve this goal I underwent an ethnographic research which prioritized the interaction between researcher and participants, the dense description of the field and the ethnographic listening (GEERTZ, 2015). I also did documental research, in order to contemplate the documents produced by the schools. In this study I analysed guiding documents such as the Political Pedagogical Projects and the researched school´s regiments. The theoretical background used for this study is based on the concepts of linguistic politics and educational planning developed by Hamel (1988, 1993) and Calvet (2002,2007); regarding public and linguistic policies focused on indigenous groups and other Brazilian minorities I used the studies of Altenhofen (2004), Ribeiro da Silva (2013), Fernandes and Moreira (2009), Gomes (2016), Leite (2015), Morello and Oliveira (2006), Montserrat (1999) Oliveira (2004, 2007, 2009), Santos (2012). The results of this research show that, even though they are inserted in a sociolinguistically complex context, surrounded by sociolinguistic conflicts, Aruanã schools are monolingual and monocultural, and its linguistic policies guided by the city´s educational and linguistic planning are monolinguistic and monoculturalistic. Furthermore, those aspects are complemented by corresponding ideologies and concepts, reflected on the sociodiscursive behavior of the population, even among the people directly envolved in the educational planning and local education public policies. Such ideologies and concepts are strengthened by the local context, which makes local linguistic and cultural diversity unviable, and even denies its existence. |
