This research presented to the Research Program and Post-graduation in Geography of the Socio-environmental Studies Institute of the Universidade Federal de Goiás UFG, discusses the process of shared management and social control in the environment municipal councils based on the decentralization of the environment national politics established with the Environment National System according to the Law 6938/81. It presents the conflicts of social-political interests in the environmental management, aiming as analysis object the experience of the Environment Municipal Council of Goiânia. It presents an approach of the State relationship and civil society in the process of public management decentralization/centralization with a perspective of the paradigm of the power centralization of decision and management of the local territory only on the government institutions. It is also analyzed the difficult process of the organized civil society participation in the spaces of the political power command, above all the complex process of a shared management and social control in the environmental public political actions concerning to the municipal public power and the goianiense society represented by the counselors.
